DA Mike Schmidt provides community update on recent court appearances

PORTLAND, Ore. – Today, Multnomah County District Attorney Mike Schmidt provided a community update on several violent crime cases.

State of Oregon v. Shane Michael Finnell (C# 21CR23554)

Incident Date: May 16, 2021

Finnell is charged with one count of Murder in the Second Degree with a Firearm and one count of Unlawful Use of a Weapon with a Firearm.

This investigation started on May 16, 2021 when Portland Police responded to a residence in the 8000 block of North Newman Avenue to investigate a shooting. When they arrived, police located Alexandra Arb deceased with a gunshot wound to the head.


State of Oregon v. Jenaro Rodriguez (C# 21CR23559)

Incident Date: May 16, 2021

Rodriguez is charged with two counts of Unlawful Use of a Weapon with a Firearm, two counts of Menacing, and one count of Recklessly Endangering Another Person.

This investigation started on May 16, 2021 when Portland Police responded to a shooting in the 12600 block of Southeast Taggart Street.

According to court documents, while a father was standing outside with his five-year-old son, a white SUV approached and one of the occupants pointed a firearm towards the father. In response, the father retrieved a firearm and chased the vehicle. During the chase, an occupant of the white SUV fired a single round into the air.

According to court documents, the father returned home and started explaining what happened to a family member. The white SUV then returned to the house and there was a shooting involving Rodriguez and the father with separate firearms. The driver and Rodriguez drove away.

Police later located a person with a gunshot wound and determined that person to be the driver of the white SUV. Paramedics transported him to the hospital with serious, but non-life-threatening, injuries.

This case remains under investigation.


State of Oregon v. Silvano Daniel Velasquez (C# 21CR05576)

Incident Date: January 28, 2021

Velasquez is charged with one count of Manslaughter in the First Degree, one count of Failure to Perform the Duties of a Driver, one count of Recklessly Endangering Another Person, one count of Reckless Driving, one count of Attempted Murder in the First Degree, one count of Attempted Murder in the Second Degree, one count of Assault in the First Degree, one count of Felon in Possession of a Firearm and five counts of Unlawful Use of a Weapon.

This investigation started on January 28, 2021 when Portland Police responded to a crash at North Columbia Boulevard and North Vancouver Avenue. The head-on crash resulted in the death of Charles Patton. It is alleged that Velasquez shot a community member in the arm after they attempted to stop Velasquez from leaving the scene.

On May 14, 2021, members of the Portland Police Bureau and U.S. Marshals Service Pacific Northwest Violent Offender Task Force located and arrested Velasquez in the 1500 block of Northeast 66th Avenue.

Velasquez appeared in court on May 17, 2021 to be arraigned on an indictment.


State of Oregon v. Dominique Green (C# 21CR14707)

Incident Date: February 27, 2021

Green is charged with one count of Attempted Murder in the Second Degree with a Firearm, one count of Assault in the Second Degree with a Firearm and one count of Unlawful Use of a Weapon with a Firearm.

This investigation started on February 27, 2021 when Portland Police responded to reports of a shooting near Argay Park. Paramedics transported one person to the hospital with a gunshot wound.

In late April law enforcement located and arrested Green in Marion County, Indiana.

Law enforcement transported Green back to Oregon for an arraignment in Multnomah County Circuit Court on May 17, 2021.


State of Oregon v. William Aho (C# 21CR23506)

Incident Date: March 30, 2021

Aho is charged with one count of Murder in the Second Degree.

This investigation started on March 30, 2021 when Portland Police responded to a stabbing in downtown near the Skidmore Street Fountain. The Oregon State Medical Examiner’s Office determined Jay Ahn died after being stabbed a single time in the heart.

Police located and arrested Aho on May 14, 2021 near the Morrison Bridge and Southwest Natio Parkway while investigating an unrelated robbery involving Aho.

Aho is also charged with one count of Robbery in the Third Degree and one count of Unlawful Use of a Weapon in C#21CR23633. For additional information on that case, please refer to the Portland Police Bureau’s press release.

Aho appeared in Multnomah County Circuit Court on May 17, 2021 to be arraigned on both cases.


A charging document is only an accusation of a crime. Finnell, Rodriguez, Velasquez, Green and Aho are all innocent unless and until proven guilty.
