Maryland was the most prominent U.S. state to effectively ignore Prohibition. Under Governor Albert Ritchie, it became the only state to refuse to pass state enforcement laws, actively rejecting federal efforts to enforce the 18th Amendment. It even earned the nickname the "Free State" for its open defiance. 
Other states like New York and Wisconsin also strongly resisted the ban, with New York repealing its own enforcement laws in 1923 and Wisconsin police often looking the other way.
