Based on available information to law enforcement, the October 01, 2020 homicide does not appear to be random.
It is alleged that on August 20, 2021, Blackmon used a firearm to carjack Hammond and that in the course of that robbery, Blackmon shot and killed Hammond. This case appears to be a stranger-on-stranger homicide.
Law enforcement arrested Blackmon on October 02, 2020 on a probation violation while detectives investigated the October 01, 2020 homicide.
Portland Police Bureau homicide detectives, working with the Multnomah County District Attorney’s Office, conducted additional investigative follow up to present evidence to the grand jury alleging Blackmon’s involvement in the August 20, 2020 homicide of Hammond.
No additional information can be released by the Multnomah County District Attorney’s Office at this time.
A charging document is only an accusation of a crime. Blackmon is innocent unless and until proven guilty.
