MAN WHO FLED OREGON FOR MEXICO AFTER SODOMIZING A CHILD FOR MORE THAN A YEAR COULD NOT HIDE FROM JUSTICE. EXTRADITED AND SENTENCED TO 38 YEARS PRISON

Portland, OR- On Monday, August 25, Multnomah County Circuit Court Judge David Rees sentenced Edgar Ocampo-Reza (age 53) to 38 years in prison for sexually abusing and sodomizing a child. He faced a minimum of 25-years. Prosecutors pointed to a number of aggravating factors that warranted the total incarceration of 38 years. The judge agreed, noting that the extraordinarily long sentence was appropriate given the extraordinary amount of harm Ocampo-Reza had caused and the repeated nature of his crimes. 

Ocampo-Reza was found guilty on all counts (12 counts of Sodomy in the First Degree and 24 counts of Sex Abuse in the First Degree) after a weeklong trial earlier this month.

Multnomah County Senior Deputy District Attorney Charles Mickley prosecuted the case for the state. After the sentencing he said “Justice in this case was long overdue. At every turn, the defendant tried to avoid being held accountable for his crimes. This verdict is a testament to the courage, strength, and perseverance of the victim and her friends–at eleven years of age–to speak up. At sentencing, the victim spoke eloquently about the lasting impact of the defendant’s crimes. This is why, as a community who cares about the safety and well-being of children, we should never give up in our efforts to hold accountable people who have committed crimes like these.” 

The Multnomah County District Attorney’s Office would like to thank Detective Kathryne Manus of the Portland Police Bureau for her excellent work on this case. She was instrumental in getting Ocampo-Reza extradited from Mexico to stand trial for these horrific crimes. After Ocampo-Reza was returned to Oregon, Detective Manus served a search warrant to collect the defendant’s DNA.

The Facts:

On Saturday, May 14, 2016, the then 11-year old victim disclosed to some of her friends that Ocampo-Reza had been raping her. The next Monday at school, two of her closest friends encouraged her to tell a teacher about the abuse. Their persistence and support helped to bring these crimes to light. The victim revealed to a school counselor (and at CARES Northwest later that same day) that Ocampo-Reza had been sexually abusing her for the past few years. The abuse happened on Saturdays when the child’s mother was at work. These powerful disclosures of abuse were later corroborated by DNA evidence obtained from the SAFE kit, which showed the presence of male DNA. Meanwhile, Ocampo-Reza fled to Mexico soon after being alerted that the victim had disclosed being abused. Prosecutors in Multnomah County worked with local and international investigators to track down Ocampo-Reza and bring him back to Oregon to face justice. The forensic scientists at the Oregon State Police Crime Lab were later able to confirm that the male DNA profile from the SAFE kit matched Ocampo-Reza’s DNA profile.
