Multnomah County District Attorney Mike Schmidt today announced that Vincent W. Scoggins, 59, was arraigned on charges stemming from the murder of Penelope Fagan last August in the Parkrose Heights neighborhood.
Following completion of the investigation into this case, law enforcement and the DA’s Office identified Scoggins as the suspect. Deputy District Attorney Devin Franklin presented the case to the Grand Jury, which resulted in a secret indictment (filed July 17) on two charges:
- Murder in the Second Degree – Constituting Domestic Violence
- Unlawful Use of a Weapon – Constituting Domestic Violence
Upon indictment, a warrant was issued for Scoggins’ arrest, and the U.S. Marshals Service arrested him on July 19. Scoggins appeared for arraignment today in front of Judge Christopher Ramras, where he entered a plea of not guilty.
The Multnomah County District Attorney’s Office thanks Portland Police Bureau detectives for their investigative work and the U.S. Marshals Service for their assistance with the arrest.
A charging instrument is only an accusation of a crime. Scoggins is innocent unless and until proven guilty.
