DA Mike Schmidt Announces Grand Jury Indictment of Phillip Andryushin in Criminal Mischief Case

Multnomah County District Attorney Mike Schmidt today announced that a grand jury indicted Phillip I. Andryushin, 20, on 13 charges for his participation in a criminal mischief case involving throwing rocks at moving vehicles in Fairview:

  • One count of Criminal Mischief in the First Degree
  • Four counts of Criminal Mischief in the Second Degree
  • One count of Criminal Trespass in the First Degree
  • Four counts of Recklessly Endangering Another Person
  • One count of Throwing an Object Off an Overpass in the First Degree
  • One count of Throwing an Object Off an Overpass in the Second Degree
  • One count of Unlawful Use of a Weapon

On June 26, Multnomah County Sheriff’s Office deputies received a call that multiple vehicles had been struck with baseball-sized rocks while driving east on I-84. Officers responded to the area of I-84 and NE 223rd Avenue and located approximately seven vehicles that had damage to their windshields and roofs. Officers then located multiple baseball-sized rocks on NE 223rd Avenue below the railroad bridge. While investigating the incident, deputies saw a vehicle struck by what appeared to be a cinder block as it was passing below the railroad bridge. The deputies were able to locate three suspects, including Andryushin and two juveniles. Andryushin was taken into custody and booked at the Multnomah County Detention Center. The two juvenile suspects were also taken into custody, and their cases are being handled by the juvenile system. 

Deputy District Attorney Sydney Trimble is the prosecutor assigned to this case. Upon review of the evidence provided by law enforcement, DDA Trimble presented the case to the Grand Jury, which returned a true bill of indictment for Andryushin on July 17.

A charging instrument is only an accusation of a crime. Andryushin is innocent unless and until proven guilty.
